SB 135: Concerning a standardized card to be issued to persons covered under a health-coverage plan

Senate Bill 135 represents a net opportunity gain for Colorado. Standardized health-plan identification cards will not by themselves contain rising health costs. They are, however, a positive step toward making covered benefits more transparent, cutting administrative costs and improving the quality of care through electronic data exchange that makes it easier for consumers and providers to communicate with insurance carriers.
