This bill represents an opportunity gain for Colorado. By creating six family advocacy demonstration programs across the state, families with seriously mentally ill juvenile delinquents will be better able to access appropriate mental health treatment.

SB 06-136 represents a net opportunity gain for Colorado. It will help offset the shortage of nursing teachers in Colorado. The Colorado Legislative Council staff estimates that at least 16 teachers could be helped with this loan forgiveness program over the next two years.
