The General Assembly floor debates and hearings should be broadcast on television, and the programming should be repeated in evenings and on weekends. The state should also broadcast important state agency and board meetings and regulatory hearings. Colorado should join the 28 states that already provide such public access.

On November 1st, 2005, the voters of Colorado passed Referendum C with 52.06% in favor and 47.94% opposed. The companion measure, Referendum D, failed with 49.38% in favor and 50.62% opposed.
