The proposed state budget presented today by Governor Bill Owens represents an opportunity to take critical steps toward solving Colorado's ongoing fiscal crisis. While we urge the Governor and the legislative leadership to pursue a permanent solution through Constitutional reform, we applaud Governor Bill Owens for recognizing the unrealistic and detrimental restrictions placed on the budget by The Taxpayers' Bill of Rights (TABOR).
