Email to supporters: With state cuts to higher education leading the news recently, we thought that some explanation of why the issue is so important -- especially this year -- might be helpful. As the largest target in the state's General Fund budget that is "discretionary," and thus can be trimmed by legislators, higher education often faces cuts. This year, the cuts total about $450 million.

The Rocky Mountain News reports on the fight for funding in 2006, after Referendum C passed, between institutes of higher education and K-12 schools.

The Daily Sentinel reports on the Bell's report detailing the decline in higher education funding as a result of TABOR and discusses Referendum C.

KKCO NBC Channel 11 report on a public discussion held by Mesa State and the Bell Policy Center to give voters more information on Referendums C and D.

This issue brief discusses the problem of postsecondary access for undocumented students, provides an overview of federal and state legislative developments in this policy area, and summarizes legislation currently before the Colorado General Assembly.
