DENVER, CO – Major flaws in Colorado's Taxpayer's Bill of Rights (TABOR) have seriously impaired the state's ability to set budget and program priorities and respond to crises, such as the current economic downturn, according to a study released today.
A comprehensive study of the effects of TABOR ten years after its passage. TABOR is the most significant policy enacted in the state in a generation, and yet there was little factual, objective information about how it has impacted the lives of Coloradans.
