Economic Development: Evaluate ways to enhance Colorado as a location for business, create more high paying jobs and maximize Colorado’s global competitiveness.

Health Care: Study provider reimbursement issues, network adequacy and other health care issues that affect health insurance in Colorado.

Health Insurance Flexibility and Accountability (HIFA): Hold public hearings on a waiver under the Health Insurance Flexibility and Accountability Act and either approve or reject the waiver.

Health Insurance: Study health insurance issues including network adequacy, use of credit scoring for underwriting purposes, dental insurance, rate-setting processes for health care services, third party determination of covered benefits, feasibility of direct contracting between providers and employers and comparison of requirements between state and federal regulated health insurance plans.

Rural Economic Development: To study economic issues facing rural Colorado including economic development, recruitment and retention of employees, availability of quality jobs, hardships caused to small businesses and family farms by state and federal estate taxes and access to technology.

School Finance System: To study the funding for students in public schools statewide, analyze the needs of public school facilities throughout the state and determine funding factors and formulas to ensure that all students in public schools are receiving a thorough and uniform education in a safe and effective learning environment.
