Dear Gov. Hickenlooper:
Thank you for signing House Bill 12-1271, concerning juvenile direct file limitations.
We know it was a difficult decision. But like you, we think the fact that it garnered broad bipartisan support despite the sometimes contentious debate signifies it is good policy that reflects the views of a wide range of Coloradans.
Given the extensive research showing policies that make it easier to transfer juveniles to the adult system do not enhance safety, signing HB12-1271 was clearly consistent with the goal of protecting public safety in Colorado and in the best interest of all Coloradans. By placing fair, fitting and necessary limits on the ability to direct file, Colorado's law will now strike the right balance.
