'Pay-as-you-go' legislation introduced

‘PAY-AS-YOU-GO' LEGISLATION INTRODUCED: Rep. Dickey Lee Hullinghorst, D-Boulder, convened yesterday with fellow Democratic legislators and advocates from the Bell Policy Center and the Colorado Fiscal Policy Institute (COFPI) to discuss a bill she is sponsoring that would "ensure the state never spends more money than it has." House Bill 1052, known as "Pay-as-you-go" or "Pay-go", would require lawmakers to identify revenue or cuts to pay for new programs or tax credits and exemptions before a program is passed through the Appropriations Committee. Sponsors of tax cuts or credits must first identify which programs will be directly cut to pay for the new handout. The bill will be in the House Finance Committee tomorrow upon adjournment.
